Policy Experience

Prior to working at EPA, I was a White House Fellow. I worked in the Director's Office of the Office of Management and Budget in the Executive Office of the President. I worked on a variety of interagency initiatives in the OMB Director's office, reporting to the Deputy Director for Management and the Chief Performance Officer. One of my main projects was coordinating interagency efforts to streamline the permitting of large infrastructure projects, including the development of a Presidential Memorandum. I also supported the President's Jobs Council.

Before the White House Fellowship, I helped create and then served as the Director of Delaware's Division of Energy & Climate in the Department of Natural Resources and Environmental Control (DNREC). I directed policy agendas and programs covering the following topics: energy efficiency, renewable energy, utility regulation, transportation, fuels, energy infrastructure, energy emergency planning, sustainable land use planning, climate change impacts and vulnerability, and climate change adaptation. I managed over $70 million in programs for low-income weatherization, energy efficiency, renewable energy, greenhouse gas emission reduction, and emergency planning, including the oversight of federal and state grants and Delaware's Sustainable Energy Utility.

In addition to my role as Director of Energy & Climate, I also served as the chair for Delaware's Renewable Energy Task Force and chair for Delaware's Energy Efficiency Workgroup, which are tasked with implementing Delaware's Renewable Energy Portfolio Standard and Energy Efficiency Resource Standard, respectively. I also served on the Oversight Board of Delaware's Sustainable Energy Utility. I represented Delaware in regional and national partnerships and organizations, such as the Regional Greenhouse Gas Initiative (RGGI), Climate Registry, and National Association of State Energy Officials.

Prior to this position, I worked on climate and energy policy at the national and international level. I worked at the Natural Resources Defense Council as a Sustainable Energy Fellow, where I completed a variety of climate and energy projects, including a strategic assessment of federal energy policy priorities. I analyzed global energy models at the International Institute for Applied Systems Analysis (IIASA), with a particular focus on biomass energy projections. In addition to my work experience, I focused my graduate education on preparing for a career at the intersection of science and policy. For example, my Masters at Oxford University focused on sustainable business, including research on the American automotive industry. I complemented my scientific and analytical training with numerous classes in politics, economics, law, business, and social psychology. I also participated in several policy training opportunities, such as through the American Meteorological Society Policy Colloquium and the Woods Institute for the Environment at Stanford University.
